Fixes on Toontown test servers |

There are some new fixes on ToonTown test servers since yesterday.
- Fixed disappearing Cashbot HQ warning signs in front of Pajama Place tunnel.
- Fixed the bubble special effects to be the right scale/size.
- Lowered the volume of Kart engine sound.
- Fixed several crashes involving exiting Toontown because your Toon fell asleep.
- Fixed a rare crash that occurs when one discards a Cattlelog item.
- Fixed problem with Fishing Bingo not working right (it was stuck in intermission).
