From a City of Heroes forum post, this is the procedure (approved by Statesman):

My laziness will be the death of me... I apologise for not taking the time to get the actual link Go to ftp://client.coh.com/ , then go to US. Once there, you can download the .EXE updater or the zipped version, which really seems to be the same thing. You can't actually download off the ftp, you'll have to copy the file, like you would in your Windows Explorer.

Oh, and BTW, you can find all the comic books in there, too, both new and old.
